When do you consider, is the best day of the week for a PM to send out a regular email?

When do you consider, is the worst day of the week for a PM to send out a regular email?

Is there a better or worst day to send email? Is there a better time in the day?

If in an international project, you may have people from different religious backgrounds with different days off.
In that context it might be noon for you and midnight for other people in the project.

In the end send information when available!

Usually on a Friday the end of the working week all the project reports, plans decisions agreed these very important aspects and progress of the project are emailed to interested parties including the sponsor by the Project Manager. A whole week of progress must be communicated in writing it is the evidence of the projects progression. Responses from stakeholders should be emailed to you from Monday. Reports are just one thing.. ongoing communication is a must verbally, phone and face to face.

The best day is when the audience needs it - what is their working pattern and what would they prefer? A good question to ask. Who are the key stakeholders for whom the message is most important - when do they need or want to have the communication? A third point is linking to the reporting cycle - both from the point of view of communicating information as soon as it is available - people look out for it - and when responses are required - in time for key meetings and reports
