It is so difficult to manage Project in Venezuela. Several professionals are leaving the country so is frequent that you have problem finishing all the tasks and the project deliverables in order to accomplish the dates. The procurement area is affected for the economic situation. I recommend buy all the materials at the project beginning to avoid any impact during the project execution because a lack of these. Also this recommendation allow you to keep the project on-budget. The legal aspects can change frequently, so if you have some terms in your contract that mitigate project risks maybe these terms no longer have value. Currently Venezuelan is impossible to plan a project under the PMI standards. All areas are affected because the problems faced in all of them. It is difficult to stay within the budget, schedule and quality, we face great risk, which can mostly not be identified during planning. We have serious problems with them to human resources by the high turnover of staff. Due to lack of materials is a challenge to manage acquisitions optima. I think that in Venezuela the project management has always been affected by the situation of our country, that is to say 20 years ago to run a project in Venezuela was completely different to run in any other country in the world , but certainly now is so much more complex and different than doing a few years ... I agree with some comments and some not so, although the situation in Venezuela today is very complicated, that does not mean it is impossible to carry out a project. On the contrary, I believe that Venezuela is an extraordinary laboratory for any project manager that will allow you to apply depth best practices in every area of knowledge.
I consider risk management, budget management, and change management are three of the areas that can more have developed a project manager in Venezuela, a country where the most constant is change. Saving Changes...

- Cost uncertainty because of hyper inflation
- impact in the adquisitions because of Lack of materials and currency devaluation
- Planning continualy changing
- HHRR emigration
- The continualy changes of the scope and its approval delays the works

Yes, the lack of all kind of resources and the uncertainty of future events, is turning more projects from traditional to agile methodologies.
There are more risk, less resorces and therefore are more needing of qualified PMs to manage projects, but there are mechanisms to manage projects properly, depending on the expertise of the project manager.
I don't think is an exclusive condition of Venezuela, probably it's more difficult but not impossible.

I agree with you. The current situation is very aggressive. I don't remember a situation as what we have now. We have to struggle our imagination and prediction thinking to run projects.

YES, I am an IT expert who use intensively project management to accomplish my tasks. In Venezuela now there is a lack of project management not only in IT but in ALL AREAS ! Project Management is not longer used seriously since a lot of things are being handled "ON THE FLY" Oil industry/ Electricity and power industry/ even CANTV the main Telco company in this country. If you talk to someone here in the "New Oil industry" about PRINCE they will think you are talking about the "Prince of Persia" ;-)
