YES, I am an IT expert who use intensively project management to accomplish my tasks. In Venezuela now there is a lack of project management not only in IT but in ALL AREAS ! Project Management is not longer used seriously since a lot of things are being handled "ON THE FLY" Oil industry/ Electricity and power industry/ even CANTV the main Telco company in this country. If you talk to someone here in the "New Oil industry" about PRINCE they will think you are talking about the "Prince of Persia" ;-)

Project managers in Venezuela have been involved in a large part of productive processes and strategic services. As a result of the deep political and economic crisis, a large part of the company has dramatically reduced its investments, which has caused that the activity of the project managers has been affected in a negative way. Many of the most prepared project managers have emigrated to other countries and universities have lost significant resources needed to train the new generations of project managers. In a highly inflationary economy (over 500% in the last year) a project manager on average can not survive on a salary that scarcely reaches 200 dollars per month. Friend, could you scientifically prove your approach? I follow with great care the growth that China and Russia have had in recent years (economic, political, educational, social, among others), both with Socialist governments.
Venezuela was a leader in the development of engineering projects in South America (proof of this is that there are many Venezuelans presiding over large industrial companies in the world). In Venezuela, the first PMI chapter of South America was founded. Obviously there is a bad business consepción, which together with transnational interests (political, economic and geographical), have led Venezuela to the current situation of crisis what limits it for the fulfillment of its contractual obligations.
However, this situation has served to develop new methods of project development, based on the Agile Practices.
