Brazil Olympics, a challenging Project?

I have seen lots of comments indicating the challenges Brazil have facing hosting the Olympics. Please comment on this if you wish. But....

I have not seen many comments on the POSITIVE aspects of hosting such a great event. In terms of project opportunities and the expectation that it will contribute to the country growth as financial investments will benefit the country once Olympics is over.

Great opportunity for Projects, Project Managers and the country Project Management itself.

Semantics referring to temporary endeavors is a scholar discussion. People not used to the terminology applied by practitioners and scholars tend to call all of them as projects.
I called them "programmes" because each of the 4 mentioned initiatives had (and still has, since the Paraolimpics will happen in the next two weeks) a different set of outcomes (measured in benefits).

(1) Games infrastructure - the stadia, the urban mobility and airport reforms, security etc.

The project outputs related to this programme realized a part of the benefits, that is increasing capacity to realize the games, but their remaining benefits will be realized in decades to come.

(2) Games delivery - including starting and closing cerimonies.

The project outputs related to Olympics were all successfully delivered and the outcome was a success. The benefits are Brazil's reputation in delivering such a games and return to COI/COB in monetary terms. Other stakeholders (hotels, restaurants, taxis, etc) benefited from higher demands for their goods and services.

Paralympic games are yet to be delivered and evaluated. Apparently not all the expected tickets were sold.

(3) National competing athletes preparation and competition.

Brazil broke records for medals, though did not achieve the goal to end up among the top ten.

(4) Legacy organization and transition.

This programme has started and it is too early to evaluate its returns in terms of value-for-money.

Mario - Thanks for the input, I also agree that after these two major events something good needs to happen for us project managers community in Rio and Brazil.

Dear Mario,

The Games are technically not over yet. We will have the Paralympics in a few days.

Yes, I agree with you that both World Cup as well as RIO 2016 had positive effects in the Brazilian economy and society, however, both could have been much more effective.

I can not believe. They are discussing whether the project was good for Brazil and what are the major projects in progress or in the future in our country.

The issue here is that the design of the Olympics in 2016 sold to Brazilian society has not yet been delivered. The games ended, but today, August 24, 2016, the Rio de Janeiro officials are being charged for the delivery of the project that was released population.

What is missing finish estatudal and municipal government report that will end in 2020. That's a big joke or prank. Some works are promised for 2018 and others will by 2020.

The Project Management theory it is only finished when delivering all that was promised and all that was negotiated with the users, in this case we still have 4 more years.

Knowing Brazilian politicians this project (or this portfolio of projects) will not end anytime soon.

This is a classic case of gray cloud. The project "ended the period / time", the control points 99% done and the project continues indefinitely.
Otamilo - The actual Olympic games Project has already completed, and as far as I see it, we can comment on this result.

The discussion was not intended to be political but, to talk about the possibilities Project Managers had in Brazil as a result of this Project.

I'm sure they are lots of projects related, and other City issues that we are totally not aware of, but that's another story.

So maybe you can re-enter your comments focusing on the Start and Finish of this mass event, which by itself was surely challenging.

Holding the 2016 Olympic and Paralympic Games in Rio will bring significant benefits not only for the city's economy, but also for the country. The effects before, during and after the Games include increased production, expansion of the service sector, more tax revenue and growth in jobs and wages. According to an University of São Paulo (USP) study, the expected impact of the Games in the Brazilian economy could reach R$ 102 billion.

The survey calculates that for every US$ 1 invested US $ 3.26 would be generated by 2027. The study also estimates that by 2016 120,000 jobs per year will be created.

A survey by the Ministry of Tourism shows that 87.7% of foreign travelers plan on returning to Brazil, and 94.2% of Brazilian visitors intend to come back to Rio de Janeiro.

Rio de Janeiro was “recycled” for the Olympic Games and became a contemporary city. Rio's hotel capacity, which rose from 28 thousand to 60 thousand rooms, can serve as a parameter for future projections and economic growth.

I am aware about the known political/ social impacts also discussed here, but I can assure you for my company the Olympics are for many years a huge project wih many people involved.

Dear George Lewis,

There are lots of legacy, however there some assets not maintained. With all the worry we had before, the result was more positive than we expected.
Aside from the new transport links, Rio does have one other concrete legacy – a renovated port area with a tram service, where a waterfront walkway leads to the new Museum of Tomorrow and a pedestrianised square. This big, safe public space has proved hugely popular with all social classes.
The Project Managers are hit same as the rest of the professionals in a market in recession.

Reassuring to learn that legacy from Olympic are bigger than expected.

At the time it did sound that many infrastructure where not completed, hope they are by now!
