Why we consider PMIS as EEF and not OPA?

Project Management Information System which is developed throughout the completed and ongoing projects processes looks naturally to be part of the Organizational Process Assets rather than from the Enterprise Environmental Factors. Why we consider PMIS as part of EEF and not of OPA?

System is not software system. The whole organization is an open and adaptable system. That is becuase PMIS is considered inside the environmental factors.

I think it is not a matter of software or not. It is a matter of assets .. data that you collect with tine in a PMIS is Asset.

Well, Sergio, I could see your point about PMIS being a part of an environment rather than a software which is true. My point is finally PMIS is system that is built on information and data collected, it is in a way like Lessons Learnt but those we consider as OPAs and not EEFs

Regarding you point about lessons learned, it is important to note that it's the lessons learned database that is considered an OPA, not your project's lessons learned.
