How will you react if project manager couldn't provide an approved plan

When doing project Quality Audit, you find that the project is in Executing phase,however the project manager still couldn't provide the approved plan.
And the PM explained that the overall plan couldn't be approved now because the Implementation Program was under discussion,thus not confirmed.
Is it compliant? Shall we wait till the PM submits the plan?
What should I do?
