This is a term often brought in job descriptions; so let this be an open discussion on the topoc.

I believe Technical Project Manager is someone who has risen through the technical ranks in the prime industry that he/she is working before accomplishing project management skills e.g. A civil engineer who has gone on to become a PM executing projects that suits his/her technical skills or a Software developer becoming a PM and executing a software development project.

I have been functioning as a Technical Project Manager for a number of years. My background is in Programming. I have an ability to understand technical aspects that other project managers don't. I have been working in the infrastructure environment for years now, and I guess I have become an SME for all things infrastructure. But my team members are the real SME's for the technology. I can easily follow the conversations and "geek speak" but can translate that into normal conversation to my clients. I run projects, just like all PMP project managers do, but have the technical background to be able to understand and push my project team members.

Agree with the most of the comments here especially Eduard, Christina, Jordi. Personally I have seen and experience that organisations will use various terms (technical project manager, functional analyst, project manager, agile project manager etc.) interchangeably and trying to evaluate the candidate who can
1) Not just manage the project deliverables, risk and reporting
2) also able to contribute domain knowledge
3) have broad understanding of technology (sometimes even specific to the product knowledge)

I agree with parts of Christina, Eduard, and Michelle's responses. George, your question has made me wonder why we do not have such titles for Finance, Marketing, or other domains... They are just called Project Managers; but they may have expertise (degree or gained through experience i.e. Financial Analysts or Marketing Analysts who becomes a Project Manager). There is no title Financial Project Manager or Marketing Project Manager.
