Need opinion on application of Result Base Managenent

Masters,
I recently come across Result Based Management methodology.
This methodology exists and is widely used by NPOs or Public Sector organizations.
I wish to request for ideas and opinions (may be pros and cons) of applicability of RBM in IT?

What I need is ..
1. personal opinion of as many people as possible and their ideas of whether or not RBM be applied in IT scenario?
2. If it can be clubbed with some other PM Methodology to enhance effect on performance/efficiency/transparency?
