As a long-time practising PMP, I've seen a fair share of those who practically apply their Certification learning on the job.
At the same time, there are also many who complete their certification and go back managing projects the same old way.
What, in your opinion, is a rough ratio between these two categories?

PMP is a system not only learning. You can say process and procedure of A to Z.

What makes the difference?
PMP ethics makes the difference and give the clear picture and evaluation forecast and the outcomes of the project.

Non Followers of PM Ethics, just keep going on to project whatever the situation or result. Their mistakes or lack of knowledge definitely directly impacts to the other key stake holders.

It's all relevant and greatly depends on 1- the sector in which you are in and 2- where you are working (a-organizational culture and b- project location).

My experience in construction and firms with more than a 500 employees is;
In stable markets where conditions are relatively stable 70% adhere.
In unstable and fast changing markets 30% try to adhere which usually leads to them being replaced on the project.

For my own efforts to apply PMI principles and practices gained from earning and retaining my PMP certification, the ratio is higher soon after I view a video or attend a seminar or technical meeting. Then if I don't share what I have learned or continue to apply these skills, I must continue to refresh my knowledge and aplication by reviewing or renewing what I have learned,
There is ongoing benefit to one's learning updated skills and then using them immediately and regularly.

I have applied my PMP certification in many projects more than 60%, implementing traditional (watefall) model rely on the well-defined scope, cost and time triangle at the initiating phase, however there was a lot of small change-driven projects which were managed by Agile methodology using Scrum as a Framework where I have implemented only 15-20% of knowledge gained through certification, so that the conclusion is every project is a unique and may have different approach related to the Ruhullah Mahjoobnia's above mentioned points.

PMP has documented the processes for project management. If you are an experienced project manager you have been following the practices anyways. If you do get PMP Certification it kind of gives a re-assurance and helps you to talk the same language as your peer. It also gains respect from your peers and the team.

You can't really fully differentiate because some might be applying this partially, some fully, some not at all so I would say the percentages respectively are as follows:

40%, 20%, 40%

It's also a cultural question. When running international projects I have seen more PMs applying PMP Certification Learning than on pure french projects.
Let's say 50%, 50% but I am not sure it is so easy to evaluate.
In my former US based company it was mandatory to be PMP certified to get access to high levels in Project Management as the company PM processes were based on the PMI Framework.
