Would it be considered redundant to establish 'Project Management SOPs' for my organization, or should I reference the PMBOK guide while I develop the plans throughout the life cycle of each project? The key stakeholder is the owner of the company and we have never had a project manager on staff and he has limited project management experience.

Absolutely not, you can establish SOPs as per your requirement. You can use PMBOK guide as a reference.
