Subcontractor's Project Management Plan

If the Subcontractor's Project Management Plan is a deliverable required in the RFP, what criteria would you define for evaluating it?

It is very unusual to ask for the SC - PMP at the RFP Stage but if required, and depending on the type of the project, besides their qualifications and credentials, past experience, I would evaluate:

1- The details of their PMP and if it includes all necessary requirements to manage the projects.

2- I would check their risk management plan.

3- I would check their QMP.

The same I use to evaluate any other project management plan. In this case, it could be critical becasue subcontrator will impact your project quality. Remember that you are the visible face inside your organization.

Thanks for your responses. I also consider the Staffing Management Plan is one of the key documents to evaluate the PMP, especially those parts related to staff acquisition and training needs. That information give me an idea about how the Subcontractor is going to ensure that technical and management skills of their personnel are appropiate for tackling the complexity of the Project/program.
