Rita's Book explain those two terms in details and in a very comprehensive manner. I can't recall how they exactly explain it but I can remember that after reading that explanation, I had no more confusion and was able to differentiate between both.

EEF are factors, conditions, culture, environment --- like the environment in this organization is open communication _ OR _ need to know basis.
OPA --- are assets - tangible but these assets are methods, forms, template, historical data, procedures, process flowcharts - that should exist in the organization.
For example, to develop a project charter - how do you do it? Google Search and copy paste or you go back to your organizational system and find a procedure for developing a charter, and even possibly some charters from similar past projects - this is OPA Saving Changes...

Environmental factors are factors in which an organization operate like growth rate of economy, growth rate of a sector, law and order situation, purchasing power of people etc. while process asset is tools available with an organization to do job more effectively example availability of project planner software and mandatory to create schedule. I think EEFs are those factors which positively or negatively impact on project and its outcome. They should be accessed to identify Risks. Factors which are positively effects become opportunity, while factors which are negatively effects become risk for the project.
OPAs are the process assets which organization has created or improved upon to maintain consistency of project management process execution across the organization. It may be in the form of Input/output templates or Tools and techniques used for process. We can also consider them tailored ITTO for organization.
