If i got you right, you asking for a project management aproach on how to manage this specific project, right?
Well, it depends on many factors like the PM maturity of the processing company and so on ...
From a high level you have to decide if you like to use a more agile approach or a more legacy PM approach.
If the last one than you should have a look on the PMBoK Guide ...
But like i said, to really help you you will have to provide more information and to ask more specific questions, i guess.

The Chamber of Mechanical Engineers in Turkey of which I am a member of has decided to develop a project to train its members on Professional Technical Training and I am the project leader.
The project will cover a number of engineering disciplines to deliver courses to the members in both e_learning and classroom. The learning activity will be managed through a learning portal.While the project is managed by a team of member engineers led by me it will include academia, universities,institutions, etc.
The project should be first created and then,managed. To initiate the project, I want to make sure to start with right tools and methodology.

Yes, I have been reading the PMBOK and reviewing the practical cases as much as I can reach but I guess I need an advice to practically tell me the tools to start with as I do not have much time. Saving Changes...
You are already reading the PMBOK, that is a great start.
Tools are so different it is hard to suggest one.
On the other hand you are dealing with many groups of engineers and maybe other will eventually be added, I know many have use Wiki to gather and distribute informations from large groups of people with success.
For any tools you'll be using take the time to develop a standard naming convention, and possibly get someone in charge of enforcing the rules. It will pay by it self, I have seen project using great tools/technologies like BIM losing the gain of the technology for poor naming of items.
So I suggest for any important tool (BIM, Document management,....) have a champion that will be responsible for the benefit of that tool.

It depends upon the complexity and nature of project. For example: 1) For high-churn project which requires high level of quality, Agile would be the best fit. 2) For low-churn project which requires high level of quality, Incremental would be the best fit. Saving Changes...

The trick is to start with something, say PMBOK, then tailor the processes and tools to fit your budget and timeline.
My guess is you won't be able to do all your tailoring under initiation and planning phases. Keep on tailoring as you progress into the execution phase. Saving Changes...
