I have recently read about a (perhaps) novel role, Contract Manager, who is responsible for planning and executing a contract for services or goods.

Yes many time Contract Manager and Project Manager is confusing terms. Contract Manager is term mostly used in construction industry where projects are hard core contract bound and needs to be managed by terms of contract. Where mile stones and LD more dominate environment and manger needs to look more from legal angle and needs to maintain lot of documentation to protect project legally and maintain profitability. But Project Management is term used in IT, Engineering and other knowledge based industries where many projects may not have contracts, they may be small in value and size. In such industry focus is to manage people, developing skill, creation of knowledge base, process standardization etc. In Project Management is about balancing cost, quality and timeliness but contract management is achieving predefined cost, quality and time target. I've worked in a IT organization that they split the role of project manager in different positions. The Contracts Manager will assists Project Manager in management of all financial resources, after the Cut Over Manager who will assists in schedule the task before and after Go-Live, the Scheduler manager, who only take care of the Time management.

The contracts manager's role to close to that of the project manager .. At least this is the case in the construction projects ive worked on. When PM goes on leave, his deputy and acting PM will be the contracts manager.
In large construction project we use Contract Manager they are involve in the contractual relation with sub-contractors. They are mainly involve in the validation of invoice by the subcontractor, they negotiate the extra work that was not initially know or change in the contract. They are not involve in the management of the work to be done (coordination). They have a roles that can free other manager in project execution.

A dedicated Contract manager is normally appointed in medium to large contracts to manage the contract with customer and sub-contractors.
The person may perform writing, reviewing, managing the contract with employer & suppliers, contractual letters to protect the interests of the performing organization among other things. In our organization a Contract Manager's role oversees the global execution of the contract, manages any pure contractual discussions, validates any points subject to a contractual agreement and manages the contractual relationships with the contract counterparts at the Customer side. The PM is in charge of the execution of the contract management process and is responsible for the achievement of the Contract Deliverables (obligations, meetings, reports, ...) and of the Solution Deliverables (tangible outputs, ...). I know of a contract manager who came up his career the hard way. He was a construction mason worked for over 15 years to become a foreman and finally a contract manager. He is known more for his technical capabilities than legal knowledge. Contract managers are good SMEs and are generally involved in planning procurements, negotiating and contracting. They come into play even after contracts are signed, to monitor contract performance, enforce SLAs, accept deliverables, schedule works, vouch for payments by finance, give sign off and process contract changes. Contract managers could be different from legal or procurement managers who design the contractual terms, come up with source selection criteria and provide a legal oversight.
