What is your first thought of a PM that works in a messy office?

By a messy office I think of a table with papers laying around, along with the cardboard cup coffees of the last two or three days, and all kind of of other stuff all over the place.

Would you have prejudices against this individual to manage a project?

Organization shows a level of control and care. A professional works to keep a sense of order in all aspects of their profession.

Would you eat in a restaurant where the chef was not tidy? Hire sloppy painters? I personally would think twice, then probably say no. Prejudice? No. Preference; Concern; Hesitation? Yes.

We all have different ways of working in an office. Some people's office space looks like a lab, others like a volcano. Some people see their office space as an extension of home.

I knew a lady who's desk was overrun with piles of paper. Yet, she could pull the needed information out of this erupted volcano within seconds.

In a virtual environment you may never see their desk. It is about the work and past experience that matters. I would check references and base my decision on that information versus messy or neat desk.

Lot to talk in my case, where I worked in different organizations belonging to different cultures and style. IBM demostrate in 1970 that prople productivity depends on the amount of space they have in their personal workplace. Why? Between other things, physics demostrate that each person has a personal order inside what other perceive as chaos. And when you live in some of those environments you will understand why and you could agree with that. On the other side, if you work inside organizations like Toyota this is unacceptable. And when you live Toyota you understand why and you could agree with that. So, in my personal opinion, in this type of situations, if the situation will not impact the whole, and if the expected results and objectives are achieved, then I firmly believe that as the team leader I have to find the way to manage it.

We have a clean desk policy at work. It will become an audit issue.

At home my desk will be packed with books, journals, note books, files, etc. :)

Perceptions first - it looks dis-organized if you don't know the individual behind the desk.

We all have our own work behaviors; I lay out my work in a rainbow when developing content - it's the way I see my world. Since I understand others may not look through my eyes (grin), I choose to put my rainbow away when not working.

I've always believed that project managers with the most organized files, desks free of papers scattered everywhere are great managers as managing your office space is somehow not any different than managing a project.
