SharePoint is good for collaboration, communication and discussion. You can use it for customized reports & views, and extract data in spreadsheet. I have been using it extensively throughout, the only part I am concerned is the security.

of course sharepoint can be used to support 3.000* project managers and project team members, if it is accordingly scaled.
And you need to know that there is not really a "project management solution" out of the box implemented. Sharepoint provides a lot of great features, but you will need one or even several experts to setup the environment you need and also to maintain it.
You will need a rock solid implementation plan for it.
And not at least there are some very good sharepoint based project management solutions available out there, you might have a look at brightwork for example.
By the way, we do also use a sharepoint solution within our company wit about 25.000 employees worldwide right now.

Yes, SharePoint certainly can be leveraged by PM's, with increased functionalities and capabilities by incorporating products such as Bright Work of Bamboo Project Central.

There is so much to consider under the simplicity covers of 'leveraging SharePoint to support [n] project managers.
But yes, with the right planning and implementation, it certainly can be a strong foundation from which to assist project managers in project management, and portfolio management.

Sharepoint should be quite sufficient for a collaboration of 3000 people across the world. With new Office 365 suite, sharepoint is dynamic and can be cloud based, allowing worldwide access and 3000 is a low number of users.
The success lies in the designing of the tool on sharepoint, based on a clear cut requirements. Just like any other project, run the set up of this sharepoint tool as project. Scope-Requirements -FDD-TDD- Set up Saving Changes...
