1 The entire team, because they understand the project needs best
2 The customer because it should be worded using business language which can help in prioritizing for inclusion into iterations
3 The developers because it should be worked on into technical equivalents and codified such that acceptance tests can be run
4 The product manager who sponsors the project because they have the most knowledge about the needs of the acceptance tests
which one is correct here ??

Usually the product owner, however anyone from the team can Saving Changes...

I guess you are making this question because you are preparing for the PMI-ACP exam. So you are facing the difficult part of the exam. Same item is used by more than one method and you have to choose one. Go for SCRUM answer.

The question specifying “best developed by” suggests in the majority of cases. There are times when the PO may not be aware of all features desired and may ask the team to conduct research and bring potential solutions, e.g., add human design thinking into the mix. #1 makes me suspect given wording, e.g., “entire” team. That said, I would say #4. Overall, the PO should come prepared with a good understanding of what is needed.
The second part of #2 seems to be an issue. Correct me if I am wrong, but aren’t user stories written in the language of the “customer” and not the business (SCRUM/XP team)? I am interpreting the answer as meaning in the language of the developer (business) rather than the customer.

In the scrum , we have only Product Owners no managers. ( In real case both these roles are interchanging sometimes) . So for the exam, we can rule out 3 &4 .
I) st is wrong because the team consists developers , testers & BA..etc. They can be a part of it by suggesting some changes,reframing words or in prioritization but not responsible.
So left out is 2) Customer . in XP we have Customer Team - They are responsible for User story (Refer "User Stories Applied" by MIKE COHN.
using business language blah blah and all just to confuse the candidate it seems.
So we need to apply only pure vanilla scrum/XP terms in exam not customized one.
Please correct if I am wrong.

The underlying question seems to miss the point of user stories. A user story is not written once and done, rather it is an ongoing refinement.
A user story starts as a rather vague statement with details slowly fleshed out on a just-in-time, as-needed basis. From concept to completion, it is an all of the above approach in adding detail. Additionally, the initial proposal can be initiated by anyone with a stake in the product. Saving Changes...
