In Agile methods, user stories are best developed by ??

1 The entire team, because they understand the project needs best
2 The customer because it should be worded using business language which can help in prioritizing for inclusion into iterations
3 The developers because it should be worked on into technical equivalents and codified such that acceptance tests can be run
4 The product manager who sponsors the project because they have the most knowledge about the needs of the acceptance tests

which one is correct here ??

At the ris of over-simplifying, should not the user stories come from the users?
The Product Owner is Responsible/Accountable but the End Users are Consulted (RACI)

The team documents requirements in terms of user stories, with help from the Product Owner.

The Product Owner assists in documenting the requirements in terms of user stories or use cases and assists in documenting acceptance criteria.
