Option 1 might be made based on proper project communications. If communications between stakeholders including management are effective, a project manager already knew the situation why management decided to do so because it might be the project manager who started escalating this issue to the management.
If option 2 is to be a correct answer, in a very specific situation, reasons might not be revealed and it was not made based on project procedures set up in communications plan. Saving Changes...

@ Sungjoon : Yes good explanation. I think you are correct , we need to assume that good communications were done already and PM was involved so no need to ask again.
