closing of Procurement contract : 2 options for answer

Question says Management decided to force close contract
Following 2 options are close first one is correct

1) proceed with contract closure ( this is correct )

2) Set meeting with management to understand why it was closed

Why option 2 is not the first thing PM should do ?

As I think in a real practice we will for sure first and immediately ask reasons to management team if near to use.

Option 1 might be made based on proper project communications. If communications between stakeholders including management are effective, a project manager already knew the situation why management decided to do so because it might be the project manager who started escalating this issue to the management.

If option 2 is to be a correct answer, in a very specific situation, reasons might not be revealed and it was not made based on project procedures set up in communications plan.

@ Sungjoon : Yes good explanation. I think you are correct , we need to assume that good communications were done already and PM was involved so no need to ask again.

Any one has a different view please share. Not sure what will be accepted answer in PMP exam though.
