When acquiring a project team, what tools/techniques /tips would you use for doing a team needs analysis?

Just to clarify you usually will acquiry a group that you have to transform into a team. When you perform the activity you have roles assigned to project activities so you have to assign names (people) to roles. This is the time where you have to find people with the required skills.
