How to bring up techno leads to a stand of project management if they are not given a clear role while handling the project task.

Often I experience that tech leads are a great source of information , handling multiple queries to customer , bringing new ideas in the work culture however they lack minimum level of project management experience.. How do we possibly elevate this stand and get them up to a point where they could weigh and balance out their contributions both in satisfying client requirements and project governance requirements.

Have you considered incorporating PM training into your projects? This training could be developed and delivered by your PMO.

Training is of course very important but above all, if you require someone that has both skills (Technical & PM Skills) then you should hire someone who has both because PM skills grow with experience more than training.

For teams already formed, I would recommend first interview or analyze who are most motivated to learn and develop management skills and leadership. I have met some technicians or SME who are not interested in these topics, therefore take with disinterests and can influence the rest of the peers in the demotivation to learn.

Once you identified the right people, you can make small formations or training. Do not make them read the PMBOK! Look for more basic information like the one you can find in PMIEF and plan a few monthly sessions with the team.

For new contractions, my recommendation, as Rami noted, look for someone that already have some PM skills.

On job training and experience will improve the project management skills of tech leads, provided the opportunities are given..
Of course the formal training on Project Management is definitely helpful.

Simple: ask this question to yourselve and mainly to those leaders: why they have to do that?Action-Reaction. Your action has to be higher on magnitude than the reaction. A method I use for years is "solution selling" or "SPIN selling" method that teached to me how to work on the stakeholder pain.

Experience can only bring them upto the mark.
Assign and mentor them in few of the PM stuff to start with
