Training is of course very important but above all, if you require someone that has both skills (Technical & PM Skills) then you should hire someone who has both because PM skills grow with experience more than training. Saving Changes...
For teams already formed, I would recommend first interview or analyze who are most motivated to learn and develop management skills and leadership. I have met some technicians or SME who are not interested in these topics, therefore take with disinterests and can influence the rest of the peers in the demotivation to learn.
Once you identified the right people, you can make small formations or training. Do not make them read the PMBOK! Look for more basic information like the one you can find in PMIEF and plan a few monthly sessions with the team.
For new contractions, my recommendation, as Rami noted, look for someone that already have some PM skills.
