Should the company work authorization system be an organization process assest or not?

I think any work authorization system in an organization drives the efficiency and so it should be considered as an organization process asset. Do you agree or differ to my thought?

The key here is the use of word system. Unfortunatelly, most of the people use system as synonim of software system. But system is not that. For example, the whole organization is an open and adaptable system. I made lot of comments inside the PMI PMBOK Reviewers Team in that sence. We need to avoid the use of system as synonim of software system. So, depending on the use of system it could be take as a EEF or as a OPA.
