I worked with Stakeholders who use to treat Risks as Project Manager way to transfer responsibility or find some escape routes when things goes bad. I believe the art of communication plays significant role, when we share risk it should engage stakeholders in creative thinking for finding solutions or hedge risk against some contingencies

You are right, Stakeholder don't realize that a risk is their and they are the one that need to work on it, not the project manager.
Obviously it is better when everybody collaborate, it often bring the optimal solution.

When managing risk you often need to be really imaginative to find the best way to communicate with each stakeholder and make sure they realize how important their role is.
