In my opinion the most important skill is to empower a team with sufficient confidence and fairly proactive. The best results in the execution of a project are given when people feel quite motivated and when they are involved in small decision-making. This increases job performance and encourages team development and training.

If a project manager is fully authorized to manage his project and team members, the adaptation of various situations other than ones in the relevant plans might be one of the most important skills which a project manager should have.

Should a project manager have limited power to deal with even project issues, communication skill might be of importance.

Competencies need to be large and usage adapted to situation and team.

I think one overlooked competency is Listening.
Understanding competency of team members, to align to the right person is key, could be consider in delegation.
Build team confidence
Problem solving mention by Satish

And many other mention before

I appreciate yor great input Vincent .... You are absolutely right "LISTENING".

Many are great PM's but sometimes they fail to listen properly and this can create some conflict.
