Basic hypothesis is , CLOUD shall prevail. In this scenario, is disaster recovery plan is relevant to ensure a uninterruped service?

Yes indeed. If you have a cloud environment, your cloud provider needs to ensure Disaster Recovery. Let's take for instance Amazon Web Services. If your company decides to host the solution in the cloud, without doubt there needs to be a Solution Design that offers high availability and Disaster Recovery Capability.

If the vendor provides this capability either in their data center or in AWS, they need to provide a design of the same.

From your organization's point of view , you must still perform Business Impact Analysis and define the following with respect to the IAAS, PAAS or SAAS that you have purchased

Recovery Point Objectives (RPO)
Recovery Time Objectives (RTO)
Maximum Tolerable Data Loss (MTDL)
Maximum Tolerable Period of Disruption (MTPD)

Your organization needs to have a Business Continuity Plan in place to recover if the disaster occurs in your cloud provider's environment which might include paper based contingency.

Very relevant answer. Thanks Deepesh! AWS example is the right fit for explanations.

Agree with Deepesh. The vendor/provider would hold the responsibility of such as well as mentioned in the SLA.
