Who defines the Project Phase Gate?

Remember that a Phase Gate is a review at the end of a phase in which a decision is made to continue to the next phase, to continue with modification, or to end a project or program.

Who defines the Project Phase Gate? I would think that would be the client/customer if it's an external project. For an internal project, it could be senior management, project sponsor and or key stakeholders.
