Hi All I have q on organisational structures

I am looking at how can an organisational structure be formed best when a private sector developer takes the role of a municipality to successfully deliver a complex project.

I am looking at case studies such as the legacy of the Olympics to gain understanding of how these projects where managed, could anyone possible suggest a suitable methodology or share some case studies for complex projects where a private developer took the role of a municipality?

I will say look at what type of work is going to be accomplished and start with the high level groups. Engineering, Management, Planning, Accounting, HR, Payroll, and etc. Don't be too focused on getting everyone in the right place, as your org chart develops, more information about different subgroups will emerge.
