The PM needs to complete the planification proccesos group, in other words, define activities, estimate cost, etc, just like mentioned by Rajasekar and Liana Saving Changes...

Following WBS and dictionary, define activities, sequence activities and determine dependencies, (these two tasks will be the backbone of your network diagram),
estimate resource requirements, determine activities time and cost, finalize schedule and budget, determine quality standards and what metrics will be needed to measure quality performance, finalize process improvement plan, finalize roles and responsibilities, finalize communications plan, complete risk management planning.
All of those tasks should be done in some capacity on most projects. They may be addressed quickly given good historical data from similar projects, expert judgment from experienced PM and team, smaller work scope, etc. but all need to be given some consideration and review. Saving Changes...
