There may be many ways to measure the effectiveness of training. Some methods may also be quite a project on their own (especially if you are doing an ROI study) but bring more value to the organization and provide better data for executives.

What are some ways you have used to determine if training has been effective?

In my opinion, a training is said to be effective when the right content of discussion is delivered by the right instructor for the right audience (trainees) at the right time, using the right platform(s). Once there is a proper quality assurance and control process ,training will be effective-produce the desired or intended result .
In other words , The facilitator's capabilities and well being should be checked. The content should be fit for the purpose , the training environment/platform should be conducive and foster learning (My experience has it that, training of staff outside their offices is more effective than inside especially when training managers ,executives or functional leaders).

Moreover, the trainees should be those that would bring about the strategic goal of the training, not just anybody or everybody.

There should be adequate feedback mechanism to ensure that the training objectives have been met.

First, see that training topic interests the participants. Ask for a brief self-intro, and what interest them for this training.

Include practical examples wherever possible, encourage participant involvement, provide handouts as quick reference or ready reckoner, ask questions throughout, and do skill assessment at the end of the training.

Take a feedback.
