If you have strong planners/schedulers with a good grip of planning principles they should be able to master Primavera with some basic training. If not I would start on the simpler end of the software spectrum (MSP) and build up skills on that before moving to P6.
Analyse the gap by grabbing any good planner/scheduler job spec and see what you have internally against that as a base. Saving Changes...
