One important thing is to identify key workers - those individuals with rare or valuable skills whose loss would severely impact the project. Your Human Resources management plan you should identify a way to replace these key workers should they leave the project, so the project doesn't suffer. This might include identifying other candidates who might be hired to replace a key worker, or training other project resources to replace a key worker if he or she leaves. You might also plan ways to retain key workers by offering them monetary or non-monetary incentives, or by meeting with them regularly to be sure their needs are met and they remain happy to be on the project.

I agree with Eric. In addition, Map the resources to the key deliverables. In projects, scope can change, the project can get terminated early, or aspects of the project can be cut. Having the HR plan with the mapped deliverables, will allow better management if those scenarios occur.

You will need to plan for skills upgrading/refresing, succession, and recognition. Don't forget to include transitions, both in and out.

I see where one young boy has just passed 500 hours sitting in a treetop. There is a good deal of discussion as to what to do with a civilization that produces prodigies like that. Wouldn't it be a good idea to take his ladder away from him and leave him up there?
