I have seen different practices in organizations about conducting project kickoff meeting.
Some PMs conduct after creation of project plan, while others create after creating project charter, identifying stakeholders and before creating a project plan.
What are the pre-requisites for this meeting and when we should conduct it?
Sometimes it may happen that resources need to be hired for the project and need to conduct the meeting with few available resources. What is your opinion on this situation? Saving Changes...

The real goal of the kick-off meeting to to set the team's vision. Everything else can be done outside the kick-off meeting. The real value is in impressing and inspiring the team, as it stands at that time, towards the project vision and goals.
As the team composition changes, you may have to redo this meeting. Alternatively, the other team members can share their motivation and energy with newcomers thus getting them on board. Saving Changes...

Somebody have to sell the idea. Business analyst is the role in charge of that because it must be done before the project exists and the "show" to do that is when the business analyst presents the business case to convince people about the project deserves to be started. What is critical is to know the project stakeholders before doing any action. In fact, it is obvious. Just in case there was not work during business case process then if you, as project manager, has to do that my recommendation is starting as soon as you know the stakeholders you need to convince to be engaged.
