I believe that option B is incorrect, you never estimate hours but effort. I've noticed that a lot of Agile question in PM channel need corrections - they have missing points, wrong html, or wrong answers...
B is definitely wrong answer, since you don't estimate based on effort but based on complexity in most agile contexts.
It's a common mistake when introducing agile, to connect estimation of story points with hours. It seems this made it into PMChallenge - as Anna recognized this is not the only agile question which need correction.
