Best lessons learnt are those that go with the individual to the next project. The best alternative is to talk to someone who has experienced a similar project.

Has anybody tried to review the LL from previous projects during the initiating process and implement that within the current project?

LL is asset of any organization and you shall keep it in safe box and some of them is high confidential.

The Best Process to catch the LL is weekly and daily gathering and discussing in the general meeting with all key stakeholders and documented in minute of meeting and try to use it as a new/ updated process / procedure during the project implementation.

The Best LL, is at the End of project which could be arranged a meeting with all key stakeholders , Project Manager, Sponsors and/or in higher level consultant and client to close up the project and documented for future similar projects which is so useful of course should be after covering the snag list.

It's about to share with the project team the responsibility to gather lessons learned, collaborate with everybody in the team and in the end share with the stakeholders the improvement that can be done.

I belive that there are no such thing as the best process, but the best practices, all tools are valid to capture lessons learned if they work in the context of your projects. The important is capuring the lessons learned during the all life cycle of the project.
