Leadership and Empowerment are they critical for securing project success

Hi all,
Are these two requirements, Leadership and Empowerment critical for securing project success ??
In case of the absence of Empowerment can leadership alone considered to be adequate for achieving the goals and securing project success???

From your experience as a team leader or a member in team please give your valuable input and your personnel opinion on these point.

Leadership is a requirement. Empowerment depends on the nature of the project and its resources.

I agree, leadership is a requirement. Empowerment is a plus, but in my organization, it is something that is earned. You have to deliver projects without it. Then, once you can prove yourself you tend to get that backing from the sponsor, or business owner level that will help you close projects.
