What comes first? Close Procurement or Close Project?

Having worked through fifteen years of PMBOK versions, I've noticed a tendency over time to somewhat disassociate the procurment processes from the project processes.

The intention was to show that projects often were involved in procurements that were not project-specific and often lived much longer than your project. Think standing agreements, professional services contracts, supplier agreements, ....

Of course, if you have procurement required specifically and only for your project, it makes sense that you close those procurement artefacts, before you close your project.
