Each project exists because the need to put strategy on action. That means because business priorities will be implemented thanks a project. Then, what you stated has no sense (I do not like to sound rude. I do not know any other way to say it). Project manager focus is to define the project and project objectives from product/service/result definition (that it is outside project manager scope of work) and assumptions and restrictions. Tailoring the Project Management Approach to achieve Business Objectives is the best way to go .
You can still follow the PMBOK , Prince2 or Agile by keeping the Business Objectives in focus at all times because your project exists in the first place because of those Business Objectives.
Remember that PMBOK is a body of knowledge that has been created by experienced Project Management Practitioners and they are not strict rules to be followed like company policies for example.
While PMBOK says that the Work Breakdown Structure defines the entire scope of the project , it doesn't go into prescriptive details on what is the BEST way to create a WBS. You can create a WBS with a graphite pencil on a piece of paper or by using a VISIO diagram.
