I can't find any version of the ECO except the June 2015 edition. That's why I'm asking. PMI has a reputation for hiding content on the website or not having it available at all until the last minute. This was still the case when the last exam change occurred. They were still looking to the expiring outline right up to the day it expired instead of offering them both to candidates with a clear label of which one was in effect and when it expired. You may also base your content on PMBoK, which is the next safest bet. And I quote from PMI's site: "Although the PMP is not a test of the PMBOK Guide®, it is one of the primary references for the exam". The latest ECO is always available at PMI site. Whatever is available there is the latest and most current to be referenced.
PMBoK's 6th edition was released yesterday and if you are a PMI member, you can download a copy for free.
With this new edition, the ECO is bound to change. On the PMI site, you will also notice "The PMP® exam is changing in First Quarter 2018". So ECO will change in line with that. Till then, the 2015 version available is the latest.
Additionally, you have Lexicon terminology documents to refer to while writing PMP content.
That all said, I agree with Stéphane Parent that you may contact PMI directly to validate the understanding.
