First of all , thanks for ALL your informative contributions
But I’ve noticed that the core of the question (question with a philosophical approach ! ) has been overlooked as well as the wording of the question .
And jumping directly to mention the risk responses strategies was the main point of the most of discussions which Is important as well
Actually and from my POV defining the accepted or unaccepted comes in the initiating stage of the project (developing project charter F.E)
Simply … My example for unaccepted risk (from my POV)
(Imposed date that impossible to be achieved by all means)
As a PM when you accept such thing and you are trying to manage it … you are not doing risk management

When you accept a risk it becomes "accepted" risk and does not fall in the unaccepted category. Acceptance of a risk is always a management decision. Hence it comes under Risk Management. Further the risk management stipulates that the acceptance can be active or passive. Passive acceptance does not envisage any action till the risk occurs except for a strategy documentation and review of status.

It is not philosophical at all. If you accept and unaccepted risk is because you are performing project risk management. Take a look to the process and that is all you need to know for getting the answer.

What is an unaccepted risk?
The one that prevent you from taking the project!
Otherwise the risk is manage using some action, one of them is accept.

Risk Management starts with Risk Identification. Acceptance criteria comes after that. So as you identify risk "Yes" it is Risk Management.

Based on nature of Risk their responses decide weather acceptable or not acceptable.
