I included some process improvement projects in my PMP application and they were accepted there. As long as it meets the definition of a project and isn't a continuous, it totally counts. Saving Changes...
In order to implement process improvement, certain tasks need to be completed. If those are temporary and not continuous then it can be considered as project.
