1) calculating float paths (1 to 30 for example) targeting the penalized milestone
2) selecting all activities with the following rules :
- negative finish variance
- negative total flot
- all activities started but not yet completed
3) exporting activities to excel
4) calculating activities weights by multipling TF*(100/maximum negative TF)
5) calculating actvities weight by multipling variance * (100/maximum negative variance)
6) weight TF + weight variance
7) calculating overall weight
8) summarize activities by contractors (weights included)
9) calculating delay per contractor by weight*total delay

Negative float indicates you are behind. All activities started, but noting completed, is also a clear warning signal (too many parallel activities ongoing) without knowing background by above listing of parameters.
First action to me is to analyze what can be done to get the project back on track, identify all options together with the team, communicate options and impacts to stakeholders. Schedule delay responsibility is with the PM. Saving Changes...
