Why Approved Change Request (Output of Perform Integrated Change Control) only used as Inputs in Direct and Manage Project Work, Control Quality & Control Procurement Processes? PMBOK 5th Edition
I have a question that wish to seek further reasons behind why Approved Change Request NOT been used as input in other processes other than mentioned above. I am thinking of a scenario say PM raised a change request to add human resource for particular activity to CCB approval. And is approved. Should the approved change request now become an INPUT to Acquire Project Team (Human Resource Management).

Perform Integrated Change Control reviews all requests for changes or modifications to project documents, deliverers, baseline, or the project management plan and approve or rejects the changes. But why only served as INPUT in 3 processes only? Why NOT in other processes?

Reasons are: 1-Control Quality is the process where deliverables are checking related to conformance. So, each time a deliverable has changed you need to control it inside this process and just in case changes the correct implementation must checked against the approved change request. 2-Control Procurement:just in case the approved change request is related to procurement then is processed here not inside Control Quality. 3-Direct and Manage Project Work: here is the process where approved change request are implemented. After implemented if the change affected a project deliverable then to validate if the change was implemented correctly then you will execute the Control Quality poroces. Just in case the change affected something related to procurement then to validate if the change was implemented correctly you have to execute Control Procurement.

All changes are processed inside the Direct and Manage Project Work. Once the change is processed that will determine some change on deliverables (any type). The validation of the change is performed inside Control Quality process. But you could have some documents that are received from providers then changes related to procurement, once processed, could demand to modify those documents. That is the reason because the validation of those changes, if exists, is performed inside Control Procurement, not inside Control Quality due to those are "external" documents. In your example, if the human resources you are adding must be required to a provider then is about Procurement. If the human resources are internal then is a change inside the Resource Plan is about Control Quality. Both must be processed inside the Direct and Manage Work.
My argumentation would be as follows: Approved Change Requests through Perform Integrated Change Control will update respective baseline plans, in this case the staffing plan that is part of the Human Resource Management Plan and this updated one is input to Acquire Project Team.

In order to update baseline plan say Staffing Plan as a result of increase in manpower (change request is generated), any alteration to original baseline required CCB approval. After we have obtained Approved Change Request output from PICC, this should be channel back to Acquire Project Team as INPUT right so to effect the change? But Approved Change Request is not an INPUT in Acquire Project Team. Why?
