It is very difficult to work with resources that do not give any added value to the project and that, on the contrary, delay the activities, sometimes it is better to take a step on the side than to continue leading a project with resources that do not want to work.

I think Organization theories like Maslow's Hierarchy of Needs, Herzberg's Hygiene theory , DISC profile and several others, and also the powers of the Project Manager can come to the aid of the Project Manager.
Project Managers just need to figure out what motivates the Team members to give it their best. If you can answer the "What's in it for me?" question of the team member, they are more likely to become willing participants and contributors.
Change scares everyone and to take someone out of their comfort zone and cocoon takes hard work.
Instead of escalation to management and being labelled as incompetent, the approach could be to ask Team leaders of these members as to what the career goals and strengths of these team members are and how to best work with them to harness their strengths or if required , get them more training.
Deepesh - Well stated in paragraphs 2 & 3. I would encourage PMs follow your leads!

Might I also add Eduin that once you have signed up for a Project Management job, it is going to be highly political and may at times be very stressful . That's the reason why good PMs are paid a tidy sum of money in most companies. If you step on the side once, you will always be stepping on the side , which would mean that you will never be ready for a conflict.
Project Management and sales are not different when it comes to breaking down barriers and convincing others to see your point of view.

I have also had personnel assigned to my team with management knowing full well there will be issues. Between Eric, Deepesh and others on the thread, lots of great recommendations.
Over time I have learned that every team member, no matter how "useless", can add value somewhere. I've made it my job to figure out what they're good at and motivate/lead them in that role. It takes time and I admit, not always successful. But take the time to get to know them as a person, understand their motivators, and give them a place on the team where their contribution is a value to everyone.

As project managers, we are uniquely positioned to affect people on our teams. It is important that we understand people's needs so we can properly channel them. I've also dealt with parachuted people. It's amazing what you can do with them when you understand their strengths and interests.

Look at this from all three sides 1) the management's reason, valid or otherwise, for dropping someone into your project, 2) the person who has been dropped in, and 3) your perspective as the project manager.

1) I would first try and determine way the person has been placed in this position and, if possible, try to alleviate managements concern

2) consider that the person does not know what's required of them either from management or the project and try to find them a valid role.

3) My experience is that you can always use an extra pair of hands and the person may have some welcome skills. Don't let your negative thoughts over ride your best nature.
