If you refer to job ads, you will find that "project manager" is widely defined: from a coordinator to a real powerful PM. So how can we know the people just by their titles? Here are some example:
- In some cases, you need to contact someone and you only know his/her name and position, but he/she doesn't have any idea about the whole project.
- You want to apply for a job. there is a short and unclear job description and just a title: "project manager". They asked for PMP, but they only need a coordinator to make calls and keep and store documents. Saving Changes...
I'd definitely agree that a title is meaningless without an understanding of the accountabilities, responsibilities, expectations and authority of the role.
Asking scenario-type questions and/or meeting existing PMs in a given company are ways to determine exactly what the job entails.

Most job postings should have a detailed list of responsibilities and requirements. I just read them carefully to decide what the job entails. Next step is the interview.

If you are thinking about jobs postings, anyone just post a PM needed with a PMP without a clear description of the job that is possible a fake ads, just to collect likes and email - so I would not bother with these ads.

I think you are referring to the IT world, and I agree with you. Who taught these recruiters/HR people to write job descriptions? I think they copy/paste these things without reading or understanding them.
In my Industry (Construction), the PMP requirement and expectations of the Recruiter are well defined and specific. It is rare that I question the position description, with a few Caveats. One area that concerns me is the Ad in my profession for a "Senior PM" with a PMP Cert......with minimum 5 yrs experience and/or a High School level Education...Huh???
Alternatively, it aggravates me when a Recruiter solicits me with a job description that includes all the responsibilities associated with the PMP- but no mention that this is an IT position! They seem to charge forward based solely on the PMP designation. Clearly, this is not a very accurate or serious HR recruiting effort within the IT field....... Saving Changes...
Unfortunately recruiters and job posters are often lazy when posting job descriptions and responsibilities. Sometimes the truth is unknown until the time of interview and then you wasted time and effort turning up to a job that you wouldn't have selected if it has been made clearer in the job post.
