For a Software Servces provider organization, How much % of projects would be maintenance and how much % be Development? 70% Maintenance and 30% Dev?

I am doing analysis of work content for Software services provider organizations based out of India. I am checking for various data sources for Split of work content as Software maintenance and Software Development. is 70% Software maintenance and 30% software development a fair assumption?
