XPM is different from eXtremeProgramming (which has collective ownership, paired programming, etc.) - I wasn't able to find much on it, this is from WiKiPedia: An extreme project management life cycle model is one that proceeds from phase to phase based on very limited knowledge of goal and solution. Each phase learns from the proceeding ones and redirects the next phase in an attempt to converge on an acceptable goal and solution.

I agree with Stéphane, using analogies "extreme surfing" can be seen as surfing the biggest waves in the world or "extreme bmx" as jumping the largest jumps.
I also agree with Kiron Bondale, again using analogies "extreme surfing" could be seen as surfing the most remote waves or "extreme bmx" performing a brand new maneuver.
I believe "extreme" is based on raising the bar on what is done or expected to be done. Taking what is currently done to a new level.
Thus extreme project management could be seen as both the "size" of the project mentioned by Stéphane or the method of execution as mentioned by Kiron Bondale, either way it has to greatly surpass whatever has been previously done and bring a serious amount of innovation along the way.
