During which project process do key stakeholders engage with the project for the first time?

As per the title:

During which project process do key stakeholders engage with the project for the first time?

A) DEVELOP PROJECT CHARTER

B) IDENTIFY STAKEHOLDERS

I'm really confused...

It will depends on your project life cycle. Right now business analyst role has been added to the "PMI´s Circus" you can find that the process regarding stakeholders is named Project Stakeholders Management because the business analyst started working before. So, for Develop Project Charter you need an approved business case. Process to create and approve a business case is performed by the business analyst. When the project charter is created and approved the project is started and is the time (once again depending on your project life cycle) when all related to project is started.

Adding to Sergio but maybe saying it in a different way

If you want to limit the answer to a PMBOK Guide process, then it must be the first process, Charter.

However, if you want timing, as in when on the project, then you cannot think process and you have to think project life cycle and go all the way back to ideation or concept stage when the idea for the project is being proposed and management must assess the situation and options.

On the hands, reality could be different and all depends on your organization define what is a project or what is the project life cycle.

So, basically, it is not possible to identify the stakeholders if the project is not initiated through the Charter BUT...because the Charter comprise the business case, which is made by the business analyst, which is a key stakeholder....the key stakeholders are engaged for the first time in the project during Develop Project Charter.
Did I get it right?

There are two types of stakeholders: solution stakeholders and project stakeholders. Usually project stakeholders are added to solution stakeholders when all related to project is started from initiation to close. To work with stakeholders the PMI propsal is inside the PMBOK´s Project Stakeholders Management process. Timming is defined by your project life cycle. For me is a continue and because of that I have written an article that was published by the PMI and the IIBA as "best practice". Hi Rudy. Project Stakeholders can first be engaged during the Initiation phase of your business. Your first Proposal approval with an immediate "Business Analyst", who may have been contracted by the Sponsor is your typical example.

In addition, the Charter initiation which, formally approves your project can be such situation where Stakeholder engagement can be seen for in some cases the first time. Nonetheless, it is important to keep that your Stakeholders' engagement may be expanding and contracting at various stages of the Project. Because of this, some Stakeholders may be met for the first times at different periods of your project. Especially when Stakeholder meetings need to inform and satisfy.

Stakeholders are likely engaged even before a project starts, but given that the first process referenced in the PMBOK Guide is Develop Project Charter, that would be the one...

It depends, however, you may be in contact before the project starts. At least you deal with some of key stakeholders at that moment, most of the times.

All stakeholders wouldn't be engaged beforehand but a few key ones like the sponsor, customer and even some core team members might be. Arguably, anyone involved in the production of the business case or project SOW might be considered a stakeholder.

The project charter is your contract that says who will do what for whom. Will some of the stakeholders be known at that point? Surely.

Will all of them be engaged? No. That's something for the planning stage.
