During which project process do key stakeholders engage with the project for the first time?

As per the title:

During which project process do key stakeholders engage with the project for the first time?

A) DEVELOP PROJECT CHARTER

B) IDENTIFY STAKEHOLDERS

I'm really confused...

What initiation phase and planning phase? Initiating and planning are process groups, not phases.

I usually avoid using the word "phase" because it has taken on a specific meaning.

I can usually get away with "stage". It doesn't seem to have become as entrenched as "phase".

Phase and Stage are often interchangeable and neither is equivalent to a process group. It is important to distinguish

Based on my experience, usually stakeholders are involved even before the projects starts, so it's the project charter. However, everything depends on your organization and project life cycle.

How stakeholders will be engaged before starting a project? I presume after identifying which stakeholders will be engaged and arranged the RACI?

All stakeholders wouldn't be engaged beforehand but a few key ones like the sponsor, customer and even some core team members might be. Arguably, anyone involved in the production of the business case or project SOW might be considered a stakeholder.
