What is the difference between a risk and an issue?

I am working with some folks who are PMs but not in the IT field. I'm a PM in the IS department and couldn't actually come up with a good clear distinction between an issue and a risk for the folks that I'm working with. Can someone help me define these two? Thanks.

The issue should be mitigated before it becomes a true risk.

Or, the risk should be "managed" before it becomes an issue. Mitigating a risk is not always the best course.

As per my point of view , Risk can asses at time of Planning phase . We must have know that what kind potential threat to project and it should be well listed ahead to execution and team sit tother take appropriate risk response strategy. However the Issue it will have to identified at time work running stage and project manger must have well aware the project issue and it will noted and action need to taken henceforth.
