Program managers should play more roles between High Functional Management & project managers, more than just getting inputs from PMs and forwarding to higher Management!
Starting from Initiation Phase of each project till closure, Program Managers should add values to the projects, effectively support PMs, play role in the projects risks responses, constraints solutions; more over motivating PMs. Environmental culture of the Organisation cannot be blamed for the management styles we have. Same as with project and portfolio managers; they all need to deal with stakeholders and have a team to manage. However they do have different motives. A project manager may think a project is successful, and they may be correct, however the program manager could cancel or re-prioritize the project based on the needs of of the program. In these situations, one can confuse responsibilities with inappropriate management styles, especially when you're looking up the ladder of management.

Program managers need to take the long view even more so than project managers as the focus of most programs is strategic outcomes which are usually not realized as soon as the last project in the program ends.
It requires a heightened ability to make trade-offs that might appear to be detrimental in the short term but will help realize the program benefits longer term.

1. support the project manager (lead, feedback)
2. support the project (with resourcing, decision making, stakeholder cultivation and reviews)
3. take accountability for the project (ultimately in charge of project success and benefits realisation)
